Has the West done anything meaningful about this yet? I'm not aware of anything other than words.

There's been one or two things done immediately (like the suspension of the air permit for the Belarus national carrier) but the main stuff is just being finalised, including travel bans for various Belarus aviation officials, targeted economic sanctions etc
