Not really.A ref telling a scrummy not to buy penalties by needlessly heading into players isn't eactly an uncommon occurrence. Nor is allowing play to continue if the ball is available despite an opposition player not being fully rolled clear.
Maybe it's different in the URC, but perfectly normal in the Prem.

Kinghorn has been shite, but hard to blame the subs here.
The first XV fucked the job long before the subs hit the pitch.
We could have had Aaron Smith and Dan Carter come on and we wouldn't have gotten too much further asking them to play from out own line.
