It's the IoC I think that limited it to 12 teams? Ah no it was the IRB, the IOC said they could have more though

I missed all this...
Spain remains unbeaten in three matches against New Zealand this season after triumphing in a quarter-final thriller 12-7 at Vancouver’s BC Place. The Spaniards will take on three-time defending champions Argentina in the semis, with the final four teams now locked in.

Sevens really is in a great place. I guess it's the inclusion in the Olympics that has been the game changer. For the longest time it was really a two horse race between NZ and Fiji (during the Tetjens era).
Now Argentina are a real force, Ireland field a competitive side, France won the Olympic sevens and here we have Spain trundling along in 2nd place in the table. I too was surprised at how good they are when I was watching one of the tournaments last year. Pol Pla is a seriously great sevens player,

Argentina won HK for the first time and sit atop the table. They are a serious force in 7s these days, they destroyed everyone in the pool stages.

I don't bother watching men's 7s, but I've been catching a bit of the women's. I am entertained.
