It's forward.
It comes out of the hands flat, the fact it travels forward is immaterial. There is a World Rugby video that shows a guy throwing the ball backwards over his head but it travels several metres forward from where it was passed
Regardless of momentum he’s clearly shoved it forward out of the hands.
