This is actually an argument in favor of expanding to 24 teams - we’d (presumably) end up with 4 team pools, so there wouldn’t be a team on bye every round, and therefore we’d theoretically be able to have everybody on equal rest, and ideally, full strength for every match.
So in a funny way it’s quite likely expanding the tournament would actually increase competitiveness on the minnows’ part, even with the addition of four “worse” teams.

Okay with that and then a plate comp for those who don't make it past Rd1. I'm sure Jones would be in favour too.
