The three I mentioned were in the World Cup squad 2015. I know they've got some 6'5 - 6'9 guys on their national basketball team, so they do produce some people of what would be considered the requisite height for a modern day second row.

I don't think there are any HCP decisions that can be fully completed to a red card threshold from 2 replays (confirm head contact, confirm foul play, assess level of danger, identify if always illegal such that mitigation cannot apply, identify mitigation) so by inserting that 2 replays clause they"ve put refs in the position they're going to go to the bunker every time.
