It’s a terrible decision, looked about as red as red can be.
WR have to protect the refs here and if they have changed the various levels of mitigation etc come out and say it publicly

We've seen quite a afew incidents up here mitigated down to yellows seemingly on the basis of 'the bloke taking the hit is bigger than the tackler', couched in terms of tackle dominance/absorbing tackle. It's bullshit and most of those should have been reds, but it's also not without precedent for English refs this year.
