So during a terrorist event, govt send out an alert that lights up the phones of people who may be in the vicinity and hiding....well thought through i would say.

I hadn’t expected it to be used for such purposes. It would be going off every other day in London.
I had presumed it was more for bigger stuff like
- incoming nuke
- sudden flooding
- extreme storm
- mostly peaceful burny riots

Yeah, it’s for macro events where a societal response is needed. In the UK most likely weather related, flooding, other natural disasters.

Apparently they used it to install some tracking software to trace those on benefits, to root out fraudulent claimers.
