It's been a long time admittedly, since I studied Materials science; but as I recall, while you're essentially correct that "Stainless Steel", is an alloy that contains Chromium; there are numerous grades of, "stainless Steel" , that don't contain Chromium, & are still technically stainless steel, but much cheaper, & not nearly as good on the whole, "Stainless" bit.

Its what happens when the Pointy Headed Managers, & Lawyers get involved. :roll:

Mild steels surely. Stainless needs at least 10% Cr. You might be thinking of Ni content which is required to make it austenitic (FCC) stainless but not all stainless steels are austenitic.
