If you're going to penalise that clearout, then you have to enforce players at tackle ruck with head/shoulders lower than their hips too...

Probably the worst call in the tournament so far, imo, was the first Australia try. I just can't understand how it wasn't a penalty against Australia. Utterly baffling.

To go with the Fiji try disallowed when it was their advantage and the other Fiji try disallowed when it was Aus who screwed up their own quick line out throw. 15-21 points chalked off against Fiji.

But in answer to your question, I think the TMO was Andrew Brace's notoriously and equally incompetent fellow in arms, Joy Neville, although pre-match it said the TMO was going to be Brian MacNeice.

Is that a howler? We now have a specific law about this sort of clearout:

9.20 (d) A player may lever the jackler out of the contest at the ruck but must not drop their weight onto them or target the lower limbs.

Scrum half is rolling over onto the Chile player's leg before the prop joins. Prop not staying on his feet and dumping his entire weight onto the situation doesn't help but it's the actions of 9 that caused it to be an illegal clearout rather than a simple off feet at a ruck.
