9.20 (d) A player may lever the jackler out of the contest at the ruck but must not drop their weight onto them or target the lower limbs.
Scrum half is rolling over onto the Chile player's leg before the prop joins. Prop not staying on his feet and dumping his entire weight onto the situation doesn't help but it's the actions of 9 that caused it to be an illegal clearout rather than a simple off feet at a ruck.
