Said it before, I’ll say it again. Test / Associate status should be abolished. Teams need to be scheduled against the three teams above and below them every two years. Do that for 50 over and t20 cricket, minimum three games, icc decides which team is home / away. For long form cricket do the two above and below you, minimum two tests for the top ten. Can make it four day, one off match outside the top ten if you want. Countries can choose which forms of the game they play - if you just want to play t20, that’s all you do.
Allows good teams to rise, makes sure everyone plays against their competitors. Tournament qualifications still done through rankings plus qualifying tournaments.
Edit - this genuinely isn’t particularly radical. As an example, if the rankings were as they are now at the end of this year, England would have to play three match ODI series against South Africa, Australia, New Zealand, Sri Lanka and Bangladesh over 2024 and 2025. Afghanistan would have to play England, Sri Lanka, Bangladesh, West Indies, Zimbabwe and Scotland. Ireland would have to play West Indies, Zimbabwe, Scotland, Netherlands, Nepal and Namibia. At the top, India would have to commit to playing Pakistan, South Africa and Australia.
The big teams play 15-20 ODIs every year, so still plenty of scope to organise other series, India would have plenty of scope for other series against England and Australia for example. Some of the smaller nations will just take the twelve.
This helps everyone - one or two teams (e.g. Ireland and Netherlands) are artificially low because they only ever get to play teams above them. After a few years the world rankings will be truly representative of how good teams are relative to each other.

Brilliant result for the Dutch. Finally their batting backed up their bowling, which is undisputed class.
Unsung hero for me - Aryan Dutt. 20yo offie, opening the bowling and not letting teams get big runs first up.
