Not opposed to more yellow cards generally but no the current incentive in rugby is give up penalties when defending your 22. This removes that incentive.

Exactly. You can have a Will Skelton-esque mutant somewhere up front, but you'll need a (relative) midget or two somewhere else to compensate.
