So he probably just accidentally mixed his pain meds again with a few tequilas at 06:30 am before deciding to go for a drive...

In some ways the US is totally Mickey Mouse the UK would as a matter of course take blood samples of a driver involved in a crash of this sort.

Especially when that person has previously been arrested for driving under the influence (and who later claimed to be addicted to prescription drugs).
