At that point the theory is that Charles will create it in it's 4th version, for Edward, for whom it was intended to go - which is why he was only created an Earl

Royal titles can be created however the monarch wants them to be created. But changing them post creation is non-trivial in most cases, at least under the prevailing legal theory. There is an argument the Harry could be stripped of the Sussex title for instance, and it's certainly one held by courtiers in the Palace - but no-one really wants to open the can of worms that might lead to

Prince of Wales - granted by the Monarch, traditionally for the heir apparent, but not automatic

The following are reserved for the male heir apparent:
Duke of Cornwall
Duke of Rothesay,
Earl of Carrick
Baron of Renfrew
Lord of the Isles
Prince and Great Steward of Scotland

And has inherited the following from his father:
Duke of Edinburgh
Earl of Merioneth
Baron Greenwich.
