Once all votes are certified, Biden is also likely to have 306 votes in the Electoral College, which is slightly more than Trump managed in his 'landslide' victory 4 years ago. I don't think Manafort would get much value out of a Federal Pardon; as the Justice system expected one, & he's facing a shit load of State level charges too, so a guilty plea to one set, will land him up to his nose in shit, with no possibility of a pardon there.
