Back in the day they used to have Japanese players who were too small to compete in the lineouts and they used to have some wildly innovative throw ins. I know they've got some 6'5 - 6'9 guys on their national basketball team, so they do produce some people of what would be considered the requisite height for a modern day second row.
The three I mentioned were in the World Cup squad 2015. Just watched it on catch up. Samoa by and large uninspired, bosh and cheap shot merchants. They were much better once they decided to actually play. I back Japan to beat Argentina and head to the quarters

I don't think there are any HCP decisions that can be fully completed to a red card threshold from 2 replays (confirm head contact, confirm foul play, assess level of danger, identify if always illegal such that mitigation cannot apply, identify mitigation) so by inserting that 2 replays clause they"ve put refs in the position they're going to go to the bunker every time.
