Alright, I've looked at it again and Cummings definitely drops left and lands on the lower leg. However he does that because a Saffer is getting up in the tackle area on the SA side and interferes. Very clear mitigation and I can't see how they've reached that decision.

It's almost like they were trying to justify the whole 20min RC with that decision; because while it might have been a YC, it was never a RC, & a full RC would have been an absolute travesty, so a 20min RC seems like some kind of relief ?

Yeah, there is clearly no intention at all and nothing illegal in the actual action. If we start sending off for acccidentally landing on someone's leg we are finished.
